Matt Posner

Matt is Principal of CSG and has more than 15 years of experience in public finance and policy. He has testified before the U.S. Senate Committee on Finance and House Ways and Means Committee on infrastructure finance problems facing the country and spent years educating Congressional staff, the U.S. Treasury Department and the Securities and Exchange Commission on public policy and market implications. Posner has created municipal bond benchmarks, public finance impact investing frameworks and built local government best practices regimes on resilience action plans.

At Court Street Group, Matt leads efforts working with state and local governments and their stakeholders, including impact investors, investment and commercial banks, regulators, policymakers, and community advocates. CSG efforts cross a wide spectrum, including working with the Robert Woods Johnson Foundation, City First Enterprises, the International Sustainable Resilience Center, the Municipal Securities Rulemaking Board and the Nasdaq Sustainable Bond Network, among others.

Prior to Court Street Group, Matt was Head of Capital Markets at Neighborly, a venture-backed start-up aiming to modernize public finances through technological advances. He started his career at at Municipal Market Advisors (MMA), a research and data provider that focuses on public finance. At MMA, Matt originated the firms policy coverage and created its triple-A Municipal Benchmark.

Matt spent most of his childhood abroad in Senegal, The Gambia, Bolivia and Peru. He is a graduate of Georgetown University with degrees in Government and History. 

James mcintyre

A contributor and co-host of the CSG podcast Capitol Gains. McIntyre serves as Chief Strategy Officer at a national nonprofit focused on providing clean energy solutions to underserved communities and markets. Prior to his current work, James worked for the New York State Homes and Community Renewal (HCR), overseeing the State’s $20+ billion single-family and multifamily affordable housing debt programs. James is recognized leader in green and sustainable debt financing, developing and implementing award winning issuance practices at HCR, and serving on the inaugural global advisory board of Nasdaq’s Sustainable Bond Network. Additionally, while at the State, James helped establish statewide initiatives on green finance and broadband.  Prior to joining HCR, James helped develop the first online municipal bond broker-dealer, Neighborly. Before joining Neighborly, James was a public finance and affordable housing banker for fourteen years at UBS and Morgan Stanley. James graduated with High Distinction from the University of Michigan with degrees in Afroamerican & African Studies and Political Science. In July 2022, James was appointed by the New York State Senate to the board of the New York State Housing Finance Agency.
